We beg to report that this Petition for special

leave to appeal came on for hearing before the Judicial

Committee of the Privy Council this morning when, after

hearing Counsel on both sides Their Lordships indicated that

they would humbly advise His Majesty that leave to appeal should

be granted.

Lord Wright, who presided, stated that it was a case

of considerable importance and one in which, in the public

interest, the Crown should bear the cost of printing the Record

as the Petitioner was appealing in forma pauperis. He stated

that this view was shared by the other members of the Board

and he asked that his views should be conveyed to the proper

quarter so that they might, if possible, be given effect to.

Lord Wright stated that it was desirable that the Registrar of

the Privy Council should know at the earliest possible moment

whether this could be arranged.

We should be glad, therefore,

if you would let us have your instructions and, subject to your

opinion, we suggest that if reference has to be made to the
